Why Panos Prevedouros left Hawaii

The state is at risk of a major natural catastrophe, he says, and its “suicidal” energy policy will just make everything worse

Hawaii’s policy mandate to go to 100% renewable energy is nothing short of suicidal.

That was the message of Panos Prevedouros, former chairman of the University of Hawaii civil engineering department, who spoke with host Keli’i Akina, president of the Grassroot Institute, on the June 22 episode of “Hawaii Together.”

Described by Akina as “one of Hawaii’s leading public intellectuals,” Prevedouros moved just last year from Honolulu, his home of 31 years, to Reno, Nevada. During his half-hour conversation with Akina, he explained why. Foremost was his concern about Hawaii’s energy policy and its relation to personal safety.

Because of its geographical isolation, he said, Hawaii needs reliable energy. In the event of a natural disaster, for example, Hawaii’s hospitals “must have reliable electricity for 10, 15, 20 days, or however long it takes for the military and other external providers of health assistance to come help a highly populated island like Oahu or Maui.”

Renewable options like wind and solar farms are not highly reliable, he said, especially since they can be totally demolished by the strong hurricane winds. Thus, Hawaii should be making reliability its top priority, even if that means using coal.

In general, Prevedouros said, Hawaii is totally unprepared for a natural disaster.

“I don’t see the [power] plants [or airports] being hardened. … Our harbors are absolutely not prepared to deal with a major surge from a hurricane or a major surge from a tsunami. Our harbors will be a complete mess. There will be cranes and they’re toppled and there will be containers all over the place.”

And when the Navy arrives from San Diego to help, he warned, “there will be nowhere for them to dock. Nobody is preparing plans to have resilience in our harbor.” 

He said the failure of Hawaii’s politicians to prepare better for a disaster is not peculiar to Hawaii.

“That’s a malaise that exists almost everywhere politically, because politicians, really, do not take a 1% to 2% risk very seriously, and plan to invest big money in that. However, unfortunately, bad luck … really catches up with these things, and we really need to protect the population.” 

Prevedouros said aside from his fears for his family’s safety, he left his beloved Hawaii because of a litany of “wrong” policy decisions.

“One wrong decision does not really change the whole picture,” he said. “There were so many wrong decisions, a litany of which, that, actually after that, I said, ‘Enough is enough.’” 

Well known as a critic of the Honolulu rail, Prevedouros said the recent proposal to stop the system a mile or so short of Ala Moana Center is “definitely a step in the right direction, but it’s not enough. They should have had the guts to stop it at Middle Street, and they probably will be forced to do something like that because now we have the other gift: inflation” — which is sure to drive up its construction costs.

HONOLULU, Hawaii (HawaiiNewsNow) - During a recent inspection, rail officials discovered cracks in several crossover tracks along the line that could cause further delays for the embattled project.

According to Honolulu Authority for Rapid Transportation documents, the manufacturer of the crossovers ― called frogs ― was responsible for the casting flaws.

Recent inspections also found that some of the welds and surfaces on other parts of the tracks didn’t meet the specifications set under contract.

“Before we have an operating system, we have cracks and failures,” said rail critic and University of Hawaii Civil and Environmental Engineering Prof. Panos Prevedouros.

“That is really extremely disappointing. I don’t now how else to describe it. ... We’ve been had.”

Prevedouros said the rail system’s steel-on-steel technology was supposed to last for decades but can’t even last several hundred practice runs without cracking.


“We selected rail because supposedly it was bullet proof,” he said. “You build it out of steel and you’re done.”

How long the project is delayed will depend on how many of the cracked frogs need to be replaced and how long it takes to manufacture and install them.

Hawaii News Now asked HART spokesman Joey Manahan how many of these devices are damaged and how much of a delay replacing them will cause.

He declined to answer, saying that the rail authority planned to respond at its board meeting Thursday.

Prevedouros believes the initial opening of service between Kapolei and Aloha Stadium, which was scheduled for June, will now be delayed several months because HART won’t be able test their trains at normal speeds and under normal conditions.

Rail’s Completion Takes Construction to 2033!

Even the rail project’s harshest critics think the mayor’s 2033 completion date estimate is overly pessimistic.

“He pushed it all the way to 2033. That’s 13 years. It’s like we’re restarting the project from scratch,” said University of Hawaii Civil Engineering Professor Panos Prevedouros.

Under the city’s estimates, contractors would be building the remaining four miles of the guideway and the rail stations at a rate of about 1/3 a mile each year, which is very slow by most standards.

“Inch by inch, foot by foot ― yes,” Prevedouros joked.

But he also believes that both the city’s and HART’s cost estimates are overly optimistic.

“My anticipated total costs for this total project will be in the order of $13 billion,” he said.

Panos’ Estimates Rail Cost to Reach at Least $13 Billion

In fact $13 billion is a rock bottom estimate of total costs from project inception in 2006 to project completion and full commissioning into revenue service in 2026 (or later.)

If HART rail were to start operations today, it would get about 20% of the expected opening day forecast ridership.

Unlike a large metropolis with huge demand for commuting trips (where rail makes sense), HART rail will be a costly and environmental disaster for decades.

The only "solution" is to cut it short. Complete 16 miles to the Middle Street intermodal center and stop the bleeding there.

He said the delay is due to the PPP bid deadline being moved due to Covid-19, but the PPP affects the final segment of the rail. The opening of the rail is for the "completed" segment from Kapolei to the airport...

State to Look at Building Parking for Laniakea Beach Park


UH Civil Engineering Professor Panos Prevedouros said he and his student recently looked at the pedestrian and traffic patterns near Laniakea Beach. He said every hour, there’s an average of “1,000 vehicles, 300 pedestrians.” “No sidewalks, no signs, no nothing. Panos Prevedouros, professor of transportation engineering at the University of Hawaii, proposed this tunnel in 2012 to alleviate H-1 congestion. One tunnel could provide two lanes in each direction, he said.

I was surprised that Bob Sigall discovered this tunnel proposal I studied with James Tokishi (a UHM CEE graduate) for HDOT. As far as I know, it has not been published anywhere. It was supposed to be a low clearance double-decker single bore tunnel (like A86 in Paris*), roughly from Pali Hwy. at Kuakini St. to Wilder Ave. at Dole St.

Honolulu to Ewa Beach

In the late 1960s a tunnel under the entrance to Pearl Harbor was proposed by the state House of Representatives to help leeward commuters get to town more quickly. It could shave 30- 40 minutes off their commute, some felt.

DOT Director Fujio “Fudge” Matsuda said the tunnel would be 7,000 feet long and cost over $750 million (in today’s dollars).

High maintenance costs, vulnerability to tidal wave inundation and Navy objections sank the idea then, but it gets resurrected every now and then. [That's right! See below]

Pearl Harbor Tunnel is a reversible 2-lane relatively short tunnel under the entrance of Pearl Harbor with cut-and-cover sections through the Honolulu International airport, priority lanes along Lagoon Drive and direct connection to the Nimitz Viaduct. Nimitz Viaduct is a 2-lane reversible “flyover” from the Keehi interchange to Iwilei.  Drive times from Ewa to downtown would be reduced from 65 to 11 minutes and the traffic reduction on Ft. Weaver Road and H-1 Fwy. would bring those commuter times down from 65 to 40 minutes.

Viral 2019 Ten Second Fireworks Video

A few seconds into 2019 I took a short video of the private (illegal) aerial fireworks that are so typical of new year's celebration in Honolulu, Hawaii from our Pacific Heights house lanai. About ten minutes later I posted in Facebook.

Next morning at 9 AM the video had about 8,000 which was more than any other video I posted in the last several years on Facebook. I thought "good going" and that's about it. But at about 11:30 AM the video had 33,000 views and KHON television station called with a request for permission to use the video in their news story. They did and their link of my video has over 60,000 views.

At 5 PM on January 1, my video views surpassed 100,000 and the viral run continued. Hawaii News Now also included my video in their January 1 coverage of fireworks in Honolulu.

24 hours later, at 9 AM on January 2, the video had 278,000 views and about 1,300 Likes. The viral run of this video is shown below for views and likes:
As of this writing on January 8, the video has 346,000 views and over 1,500 Likes.

Not a bad start to 2019. Happy New Year!

Researchers Hope Distracted Driving Study Changes Policies

KHON's Sara Mattison covered our recent research endeavors on driving distraction testsIt was a win-win for UH students and Charley's Taxi which provided the advanced driving simulator and 230 drivers. This was a public-private partnership for success.

"UH Professor Panos Prevedouros says this study is significant because they collected data from more than 200 professional drivers. That's bigger than most samples of this type of research. The information also shows just how bad distracted driving can be."

Scarcity of Engineers in Hawaii

..."Retirements have disrupted the workforce, but UH Department of Civil Engineering Chair Panos Prevedouros tells us there's a shortage of engineers because of an increase in construction projects. Plus, recruitments from the mainland are not staying.

"Engineers hired from the mainland, they are sort of a revolving door type of problem. They come, they work, but within two three years they feel like mainland is where they belong and that's not very good for local agencies and companies," said Prevedouros.

"We need to compete with cities, counties, and transportation departments on the mainland, and there the pay is much higher in some respects," said Prevedouros."

Rail Expansion to Manoa and Waikiki Is Impossible

UH traffic engineer Panos Prevedouros said the situation is, simply, "poor planning."

He thinks rail planners should scrap any idea of an alternate route.

“They're talking about expansion of a system that we don't have enough funds to complete as it is. It's premature,” he said.

What Lies Beneath? Questions Raised About Infrastructure Below

Driving through Kakaako lately has meant navigating a maze of emergency road work after underground near-collapses and even sink holes have popped up in the area.

“We have so many streets,” explained Panos Prevedouros, a University of Hawaii civil and environmental engineering professor, “so many likelihoods of a potential sinkhole.”

That’s because Kakaako was once a low-lying marsh, perfect for fishponds, salt, rice, and taro, but trickier for roadways and urban development we see now.

UH experts Always Investigating spoke with say the buckling roads are giving us signs of three things to watch out for:

Age of infrastructure like underground drainage culverts;
Rising sea levels and groundwater; and
Soil problems common to coastal areas.
“We have clay and sand, things that are easy to dissolve,” said Prevedouros, “and then because we have intrusion of sea water, or perhaps pipes, storm drains, and even sewers breaking, all that has the effect of diluting the soil and creating all kinds of cavities which pose a major threat to public safety.”

Experts agree the new structures are built to last and take all coastal-zone geographical challenges into account.

“The newer the buildings, the safer they are,” Prevedouros said. “The older buildings, they may start having problems with their foundations and they may have some tilting. Eventually they will have to have significant repairs and eventually demolition and reconstruction.”

“One of the side benefits of the rail project is they can help us with the geo-technical investigations they have done,” Prevedouros said, “and actually they can inform the neighborhood as to the stability of the soils, because they have to do it for their own foundations. Unless you plan to put a big rail or a big road in the area, you cannot simply start poking holes. It’s simply too expensive.”

Rail Work Kicks off Airport Leg

University of Hawaii traffic expert Panos Prevedouros thinks that's where the contractors will face their biggest hurdle.

"When they hit Aolele Street there is essentially an S-curve, one right hand turn followed by a left hand turn which is quite challenging to do in infrastructure. There's also a lot of elevation. You have all the ramps from the freeway going to the airport," he said.

Kiewit's work on the first ten miles inconvenienced drivers and harmed businesses. Prevedouros expects STG's work to do the same..

"There will be disruptions and there may be at times major disruptions due to safety," he said.

Waves Eat Away Part of Kamehameha Hwy.

Traffic engineering expert Panos Prevedouros agrees.

"It's a major risk. The pavement is undermined so it can collapse in a small or large degree, to which I don't know, at any time," said Prevedouros.

Prevedouros says the road needs immediate repair. In the meantime drivers shouldn't be allowed anywhere near the undermined asphalt.

"Everything in that area seems to be completely eroded. Therefore even the crash guard that looks to be okay, although it has some rust on the backside, it may be structurally compromised," said Prevedouros.

Second and final big wave of major modern technology and innovation consisted of electrical generators, indoor plumbing and broadcast radio.  Followed by autos, oil extraction and highways.

TV, personal computers and the Internet had modest but not "wholesale" effects on our quality of life and productivity.
