Hawaii Wakes Up to Fake Missile Attack


Hawaii suffers from government unions which are the institutionalized protection (if not cultivation) of incompetence, laziness and un-accountability. These unions have become so big and powerful that most of the time succeed in electing politicians of their choosing, and control them to their liking. All this dysfunction lead to today's international embarrassment of the fake ballistic missile attack.

This must not be another day in paradise. Heads should roll. Preferably 38, one for each minute of absurdly incompetent failure to recall the alarm.

The Flooding in Mapunapuna?

Quoted in Alexander Zane's story on KHON about the repeated flooding in Mapunapuna.

Several years ago, the city installed a duckbill drainage system to get storm water out and keep ocean water from coming in.

But according to Panos Prevedouros, chair of the UH Manoa Dept. Of Civil and Environmental Engineering, anything more would come with a hefty price.

“Basically you’d need to have a storage system and a pump system to pump the storm water out of it. Essentially close the connection. You have to cut the cord with the ocean so the ocean never comes in,” Prevedouros explains.

As for the option of installing a pump system to get water out of the area, Panos Prevedouros says it probably won’t happen.

“I’m pretty sure that the area does not generate significant county taxes to justify a huge investment. That’s probably what the problem has been all this time. If the area was upgraded with more expensive real estate so that the county can collect more taxes than a more sophisticated solution could be put in place, so it’s a trade-off kind of thing,” Prevedouros said.

A couple more things to add here:

Duckbills can get clogged by debris and then they remain open allowing ocean water to intrude. In all likelihood they do not work as City claims because the area flooded during king tides in July this year.

Given the relatively low property value of this area, it makes sense to provide incentives for small businesses to relocate and return this large parcel to nature. That is, treat this area as a small estuary:  The Mapunapuna pond.

An added perspective that occurs to me is that such systems will become increasingly necessary, what with progressive sea-level rise, so the City will eventually have to start installing some. Mapunapuna could be an early prototype for the City to gain experience with system designs, learning which systems and consultants have “proven out” in other locales, which systems offer best cost/reliability characteristics, etc. Or – if tax-base is an overriding consideration – perhaps another locale like Waikiki or Downtown will become the first prototype.

We installed some instrumentation to record water levels and the pump on-off duty cycle and were able to tell a few stories about drainage from the watershed and how the pump-out system operated during a couple of rain storms over the year of study:

  • "The hodgepodge of activity that we have under the freeway overpass, it's not appropriate," said Panos Prevedouros, Chairman of the U.H. Civil Engineering Department
  • Prevedouros says the combination of trash, vehicles, tires and tanks could be disastrous if fire broke out.
  • In 2016, firefighters responded to seven rubbish fires in the area. Fire department officials say all were small, with no damage or serious injuries reported. 
  • "It takes a really long time. A five minute fire cannot bring a bridge down," said Prevedouros.
  • But a fire burning at an extremely high temperature, for an extended period of time, can weaken the metal rebar that supports the concrete and cause a collapse. Prevedouros says its rare, but it's also why you shouldn't store a lot of combustible material underneath the viaduct.
  • Hawaii News Now asked Prevedouros if what happened in Atlanta could happen here, with the viaduct in its current state. Prevedouros said "potentially."
  • The fire department doesn't inspect state property, but said it would provide recommendations to the Department of Transportation if it was asked to.
  • Transportation department officials declined to be interviewed for this story but said bridge inspections happen every two years, and that inspectors will be reminded to check for combustible materials.

Ten Plus One Reasons Why I Do Not Support The Honolulu Rail Project

  1. Among all travel options on Oahu, mass transit serves 6% of the travelers, just slightly above the U.S average of 5%. Focusing on this small piece of the pie is no way to solve the mobility problem of the 80% that drive and carpool, i.e., rail is the 1% solution because City's rosy numbers show that transit share will grow from 6% now to 7% with rail.
  2. Spending over five billion dollars for a non-solution is clearly unethical and all responsible for it are breaching their professional and fiduciary duty. As an engineering professional and past candidate for mayor I want no part in this unethical endeavor.
  3. The original system was supposed to be 34 miles through Kapolei to UH and Waikiki for about $3 Billion as shown in the headline above.  The current project starts a mile out of Kapolei and dead-ends at Ala Moana shopping center with no service to Waikiki or UH. Just 20 miles for over $5 Billion. If offering the public 41% less for a 73% higher price is not a lie then what is it?
  4. In some respects Oahu's congestion is comparable to that of the largest cities in the nation chiefly because Oahu is lane deficient.  20 miles of rail and 20 overhead stations will cause critical lane closures and result in debilitating congestion for a decade or more. For example, look at the image below and consider what traffic in downtown Honolulu will be like with Ala Moana Boulevard closed for about a year? The impact on quality of life, economy and tourism will be huge.
  5. B, C, E, 3, 9, 11, 20, 43, 53, 73, 81, 90, 91, 92, 93, 94, 96, 97, 98A, 101, 102, 103, 201, 202 are all the bus routes that will be eliminated or terminated to the nearest rail station. TheBus will be changed from a core operation to a feeder operation. This will add a lot of inconvenience and disappointment to the people that need transit service the most.
  6. Rail is high security risk. Mentally ill shooters and terrorists typically attack work, school and train station locations. Third rail systems like Honolulu's are a magnet for suicides. Train stations are a hot spot for robberies and drug trafficking.
  7. Rail makes Honolulu less resilient:It is practically certain that a major storm will hit Oahu in the next 50 years. Ten miles of reversible lanes not only will reduce congestion by over 30% for one third the cost of rail, but also they will be a critical backbone for post-storm recovery. Instead rail will be incapacitated for a prolonged period and critical resources will wasted to revive it.
  8. Cannot afford it. Hawaii is among the five worse states in the country in pension and health benefit funding liability. Future budgets will be very tight for the state. Outer islands should worry about their loss of big subsidies they receive from Oahu (i.e., they too will pay for it.)
  9. The City already has big problems finding a few million dollars for important services. Its budgets will be crushed by the union raises, the EPA sewer consent decree and the pension liabilities. Then add the rail construction cost-overruns and bankruptcy may not be far off.
  10. Out of more than 650,000 adults on Oahu only 156,000 voted YES to rail in the 2008 elections. That yielded a marginal 50.6% approval among those who bothered to vote. During elections the ratio of pro-rail lies to anti-rail information in advertising media was more than 10 to 1. Taxpayer monies were used to support rail and, indirectly, rail-supporting politicians. Calling this a "mandate" is disingenuous and the process was indeed unethical.
Last but not least, the aesthetics of the system are undesirable for the small, tropical capital of Honolulu. Here is just one before/after picture offered in city's renderings.

Oahu Is Rising


Literally!

This is not about economic growth, intellectual enlightenment, or attaining some other form of excellence. 

This is a matter of fact statement about the geography of Oahu: It is rising. Every century the Koolaus will grow taller.

Contrary to global warming theories that for decades have suggested that Oahu’s shores will be inundated and beaches will be lost, new scientific analysis shows that even with possible sea lever rise, and even with the constant erosion of the island by wind and rain, Oahu will grow taller thanks to strong volcanic forces that lift it up from the bottom of the ocean.

The effects of climate, soil thickness, and water contact times on Oahu, Hawaii is the title of the article by Stephen T. Nelson, David G. Tingey, and Brian Selck from the Department of Geological Sciences, at Brigham Young University, in Provo, Utah.

Here is their remarkable conclusion: “Recent work indicates that Oahu is tectonically emerging at 0.060 m/ka. As long as this uplift continues, the net size of the island will slowly increase and the Koolau Range should persist as an orographic trap to precipitation, maintaining relative aridity in the Waianae Range.”

That’s 6 cm every 1,000 years. Not sure if that's enough to protect from any sea level rise due to polar ice melting.

Electricity Travels at the Speed of Light. State PUC Is Sightly Slower.

On December 26, 2008, an island-wide outage occurred on Oahu during a severe lightning storm that resulted in a loss of electric service to HECO customers ranging from approximately 7 to 20 hours.

On January 12, 2009, the PUC initiated an investigation of the outage.


In March 2009, HECO submitted an outage report prepared by its expert consultant, which concluded that the island-wide outage was triggered by lightning strikes.

In January 2010, the Consumer Advocate submitted its Statement of Position that HECO could not have anticipated or prevented the outage through reasonable measures and could not have reasonably shortened the outage and restored power more quickly to customers. The Consumer Advocate further stated that penalties should not be assessed for the outage, but recommended that numerous studies be performed with the objective of preventing or minimizing the scope and duration of future power outages.

As of May 9, 2011, the PUC's investigation of the 2008 outage is still open.

Manoa Flooding: Lessons Not Learned

A major flood occurred on October 30, 2004 that caused several million dollars worth of damage to UH-Manoa (including the loss of some precious library resources), serious damage to some homes and vehicles, minor damage to Noelani Elementary School, and extensive stream and neighborhood cleanup efforts.


In 2006 the Army Corps of Engineers finished an analysis and issued a report.
Although debris was an issue causing additional clogging, the Corps investigation reveals a significant lack in stream capacity for a 10-year event. Yet nothing has happened to address the situation and debris has been accumulating.

Here is their main conclusion: "Results indicate that Manoa Stream, between Kahaloa Drive and Woodlawn Drive has insufficient capacity to contain the flood waters caused by the October 30, 2004 storm. Flood damage was increased by debris blockage of the East Manoa Road and
Woodlawn Drive bridges. Frequency analysis determined the October 30, 2004 flood event to be about a 4% chance or 25-year flood event.


"An analysis of bridge and channel capacities determined that Manoa Stream can safely carry about 4,500 to 5,000 cfs [cubic feet per second] within the banks, but the East Manoa Road and Woodlawn Drive Bridges can only safely pass flows in the range of 2,800 to 3,900 cfs without bridge blockages. [In other words, the bridges severely limit the capacity of the stream.] Flows in this range have a magnitude less than the 10% chance or 10-year flood."

Conclusion: Unless one of the alternatives proposed is constructed, a repeat flooding of lower Manoa and UH is quite likely.

Wai’anae Coast disaster preparedness plan

"House and Senate negotiators today in conference committee advanced a bill that would require the state and county civil defense agencies to prepare a disaster preparedness plan for the Wai’anae Coast of Oahu and submit it to the 2011 Legislature."

I applaud Representative Karen Awana for introducing this bill. At least it exposes a critical vulnerability.

Both in my 2008 and current campaigns for mayor "2nd access to Waianae" has been one of my top-10 priorities.

Unfortunately the call for a Civil Defense plan won't do much when Farrington Highway is blocked or washes away by Kahe point.

We do not have enough airlift capacity and we no longer have a couple of SuperFerries and a dock suitable for them in order to provide some rapid relief. We don't have a basic plan that includes the stationing of dump trucks and front loaders to begin the cleanup in the community. We don't have medical care of sufficient capacity. Also water supply will be an issue if there is a prolonged power outage. But unlike other neighborhoods, water trucks may not be able to get to the Waianae coast.

A simple example to show you how unprepared we are is a plain look of Farrington Highway. It is a continuous length of untrimmed trees and utility poles that will render it unusable for weeks after a basic category 1 hurricane. At the same time, boulders and other debris can render the Kolekole Pass impassable for days or weeks. Did we learn anything from Iniki?

An independent second access is essential. To economize, it can be built as a low-standard emergency-only road designed to be resilient to flooding and debris. It should be able to evacuate 4,000 vehicles (approximately 6,000 people per hour) and provide aid and supplies for many-many more.

It is sad that the 0.05 tack-on to the excise tax on Oahu cannot be used for real solutions in transportation relief. I still wonder for how long our Legislature will maintain its delusions about rail service.

A natural disaster hitting Oahu will be calamitous for the Wai'anae coast and will expose our poor priorities for projects and expenditures as currently applied.
